Introduction

The ACS Community has gone a long time without defining its own strategic vision statement. Regular high level coordination has been achieved on a best effort basis, but no clear mission, goals or strategy have been defined. Furthermore, commitments are on a best effort basis and they're easily dropped on when priorities require.

Defining a guiding vision and mission for the community would help to at least be honest in the expectations from the different members to consolidate common objectives to the extent that is possible with the available resources.
